a. The president is elected every six years through direct election, on the principle of relative majority, and can't be reelected.
The Lower Chamber in the Union Congress - three year period, can't be reelected - voted by proportional representation, and by majority
The Upper Chamber: six year period, can be reelected after a midterm period - partial through majority, partial through proportional
Each state has it's own office to manage their regional elections.
INE is responsible for organizing federal elections.
b. One example was the Chamber of deputies elections of 2021. The party that won the most seats, MORENA won through proportional and majority. They had the highest number of proportional seats won, so the people are being represented. This not only allows for people to chose who they want, but also to be represented by the number of voters.
Another example is the presidential election of 2018. Andres Manuel Lopez Obrador won the majority, despite going against 3 other candidates. Because he took the overall majority, not just the highest percentage, he was placed in office.
c. Media is big in this area. It can bring good things to the candidates, or it can discredit them. Something in Mexico that is a big deal is the gangs. This can affect how people vote for candidates based on how they view these gang issues.
d. Again, media plays a big part in the legitimacy of the elected officials. People use it to express their opinions and get information. It also effects how the elections turns out, because it may provide more coverage for one candidate, and if the people hear more from one they may attach to their ideas.
And gangs, if the elected officials aren't working on this issue, they can lose legitimacy in the eyes of the people.
